Part of this is that it is local, it has been years building toward this obvious disaster, and that the rest of the GOP is already viewing Bush as a lame duck.
I would like to rehash some of the arguments that were not mentioned in any Main Stream Media that the Homeland Security Authorization after 9/11 was delayed for months by Democrats because it replaced civil service rules with appointments by political patronage. Political hack appointments are something the federal goverment had been going away from for over 100 years. When covered by the media it was always Democrats protecting unions - not about how everytime the White House changed hands a new set of political hack friends would be brought in. With almost 1/2 of FEMA's experienced emergency managers let go in the last three years and the replacements chosen on the basis of political favors, including both FEMA and Homeland Security top officers, no wonder disaster management has been the biggest disaster.
