The Clinton administration program, code-named Echelon, complied with FISA.
This was not a concentrated limited program but used almost 19,000 times. (Although they only caught one person.)
There is a massive PR war of spins and lies being pressed by one side only. They recognize that Bush is in the wrong and they are swarming to get justifications and talking points out even if they are misleading and flat out lies.
