UK Guardian - Ending weeks of silence about Iraq, Russian President Vladimir Putin said Monday that a war to force Saddam Hussein to disarm would imperil world security.
China only casts votes on issues that directly concern it. They have been opposed to this war but most likely will abstain. They seem very concerned about the U.S. unilateral actions and if there is any kind of majority vote opposing the war it is possible China will join in.
