Typical AP Slant - Turkish Speaker Nullifies U.S. Troop Vote
The vote wasn't nullified. It didn't pass. They have something called a Constitution. Their constitution requires a majority of those present for something to pass. Many of our governing bodies work that way.
Rather Bush can obtain the five more votes needed is questionable - there were over 50,000 people demonstrating against the vote for war in a high repressed society.
Their military and police are everywhere with automatic weapons. That was very striking when I was in Turkey years ago.
