Even before the shooting war started in Iraq, the steam appeared to be running out of the Republicans' effort to win confirmation for Miguel Estrada.

The Republicans may try to break the logjam over the circuit court nominations of potential future Supreme Court justices by bringing Owens up on the floor while Estrada's nomination remains unresolved -- and may continue to add additional judges to the mix as the days and weeks drag on in an effort to increase the pressure.
