Bush Proposals Will Keep Budget in Red, CBO

President Bush's proposals on taxes and Medicare would help keep the federal budget deep in red ink throughout the next 10 years, even if Congress hews to the White House's tough line on federal spending, a new Congressional Budget Office report suggests.
