Ethical atheists recognize truth as a higher power, the highest principle to believe in. I believe that would count. There are actually some theological books about this. Basically he has been given several days to find some "higher power" to believe in and I think he has one of the highest. He should check with a unitarian universalist minister for some source material or advice. Most UU churches have decided that the Boy Scouts is no longer an organization they can support over this issue.
