Bush administration officials have criticized the Clinton record as tentative and unfocused, an effort that was limited to cruise missile strikes that did little to thwart Al Qaeda, the terrorist network. But the authors counter that it was the Bush administration that discounted the terror threat before Sept. 11 and failed to follow through on important Clinton initiatives.
