The last clause - 14 - is the important one. "Decides to remain seized of the matter." By UN charter, if the Security Council is seized of the matter no member state may take action but the Security Council will decide future actions. However, Bush was threatening to disregard the previous Security Council seizure of the matter of Iraq. This was the basis of my insistence that the United States had no authority to invade Iraq, because the Security Council had the authority.
