Kinky's Lies pay off in national publicity

Rather than Katrina evacuees being responsible for 20% of Houston homicides they are more often the victim in homicides. In terms of the homicide rate they are under 10% the killers. This 20% figure, in some form or another - last time as an inaccurate increase in Houston's homicide rate instead of the correct 3% - is a key recent feature in Kinky's campaign. I think his campaign staff has a book that says 20% is the number to use to bring up an issue.
