W. Lee "Please Pass the Biscuits, Pappy" O'Daniel
Kinky isn't the first pop culture Texan with no qualifications to run for office. "Pappy" O'Daniel, images, ran with his flour company and radio network using the sound of the later version of the Light Crust Doughboys. He won, twice, and then was elected Senator.
O Brother, Where Art Thou?, which reminds me of both opera and the Three Stooges, is somewhat based on Texas at this time. The original band hated O'Daniel as their manager but he also hated "hillbilly" music and just used it as a gimmick. Some free mp3s of the Light Crust Doughboys are here and here.
