No, not according to the CIA. The type of gas used was possessed by Iran, not Iraq. Saddam used poison gas on Iranian troops and they were using poison gas on his troops. But Saddam didn't gas the Kurds, this was some propaganda started later when he fell out of favor. This is not to say he didn't commit mass conventional murder.
