Iraq Aid - $3 - $4 Billion Grants, $9 - $10 Billion Loans?

As delegates left Madrid this evening, many questions remained about the sums that were pledged here. Many development officials cautioned, for example, that the nations pledging them might not live up to their promises. That happened, at least in part, with $5 billion raised for Afghanistan early last year.
