Agreement Among the States to Elect the President by National Popular Vote

WHEREAS, The President and Vice President are the only elected officials in the United States not elected by the popular vote of the citizens; and

WHEREAS, For decades the majority of the American people have supported the popular vote election of the President and Vice President as shown by numerous polls; and

WHEREAS, A constitutional plan has been developed to enable the election of the President by an agreement among an electoral majority of the states by using existing laws; and

WHEREAS, this method would accomplish the will of the people and democratize our last undemocratic offices; and

WHEREAS, Texas should ensure that the next president is the popular elected choice of all the people; be it therefore

RESOLVED, That we endorse, support, and encourage the legislature to enact the ‘Agreement Among the States to Elect the President by National Popular Vote’ and award all of the Texas Presidential Electoral College electors to the winner of the national popular vote upon similar legislation being enacted by states holding a majority of the electoral college votes.

Instant Runoff Voting


WHEREAS, Instant Runoff Voting (IRV) allocates one vote to each voter, who ranks candidates in order of personal choice - 1, 2, 3; (The counting of ballots simulates a series of run-off elections. All first choices are counted, and if no candidate wins a majority of first choices, then the last place candidate (candidate with the least first-choices) is eliminated. Ballots of voters who ranked the eliminated candidate are then redistributed to their next-choice candidates, as indicated on each voter’s ballot. Last place candidates are successively eliminated and ballots redistributed to next choices until one candidate remains or a candidate gains over 50% of votes.)

WHEREAS, IRV offers a number of benefits, including:
1. Ensuring the election of the candidate preferred by the most voters,
2. Promoting coalition-building and more positive campaigning,
3. Increasing voter turnout by giving voters more choices,
4. Promoting positive, issue-based campaigns because candidates will seek second and third choice votes.
5. Reducing government and party expense in elections by eliminating separate runoff elections.

RESOLVED, In light of these benefits, we endorse, support, and encourage the use of Instant Runoff Voting for all single-seat elections in the State of Texas, including elections for mayor, municipal council, state representative and senator, governor, federal offices and Electoral College electors.
