Problems with Accrual Budgeting


I linked to a post that last year's budget deficit was really over $2 trillion. It turns out it could have been a $2 trillion surplus with a slight change in the Social Security infinite horizon interest rate assumption. There is a note in the comments that I think means Canada does five year horizon on government aid programs that must balance.
