I don't think when the scandal is why the Justice Department and the White House lied about why they fired their attorneys trying to permit the White House staff to lie will go over well. What else would you say they can testify but not under oath means?
Bush was very angry. I think this was because there are already strong implications Bush was the one who ordered the firings. That is also why he doesn't want his staff under oath.
ADDED - The NYT editorial board seems to agree with me in a bit more temperate language.
