This cheats a bit because some of these positions might not be in the direct line or could be vacant. Still, if you want to send a memo upwards to the top it looks like it is could take a a year or so. Getting everyone aboard on a policy memo going down will still take many weeks.

The source of this list is a little article in The Nation by Nicholas von Hoffman about how the greatly expanded Vice President's office has very little official work to do and so people like Scooter Libby are free to make mischief. The other Departments have so many layers it is a miracle if anything gets done because a vacancy can stop the oversight and guidance and each step introduces some delay in getting a policy executed.
